And now I know why.
I tried a new rattle can primer that has much better adhesion to metal surfaces since I did not want to deal with paint chipping off PE at the last moment which seems to happen every time. It sticks really well to the PE but has this gritty surface finish from overspray - more than tooth, but grit. I thought applying the color coat and then smooth it out by airbrushing straight Gunze Self Leveling Thinner would help knock it back. Nope, it only looked worse. So out comes the 1200 grit sandpaper and Novus polishing compound, An hour or so later carefully working around all the delicate PE, I have a surface I can live with. Unfortunately for the model, I have plans for the next couple of weeks so it's going to be a while before I can get back to it.
I've had very good results with Games Workshop spraycans, either "Chaos Black" or "Skull White". It sticks very well to any material and it's nearly impossible to mess anything up. No matter how much you throw on the model, it always dries perfectly smooth. The cans are fairly expensive but usually last for 4-5 models.
I have never used those but have heard many others do. I can't seem to wrap my head around using a spray can on anything. My memories of using rattle cans were going on very thick and splotchy at best.

Usually I don't trust these either but there's something extraordinary going on with these paints. Possibly the manufacturer has made a Faustian pact with the ruinous powers of Chaos
+1 on Chaos black, have found it covers with a silky smooth layer and sticks well to PE and aluminum. The only other primers I occasionally use is the Tamiya Grey and if using Alclad I use the Krylon black lacquer.

Be there done that Bryan. So many ways that someone can finish a model these days, it simply gives me a headache thinking about it. I need to find a simple (not to time consuming) but effective way to finish and weather my builds.
